LETTERS TO OFAC

According to the U.S. State Department, there were 292 licensed academic institutions in May 2004 when the rule change was announced. Many of the affected institutions wrote to OFAC during the “comment period” on the “Interim Final Rule.” The comment period ended Aug. 15, 2004.
